tl;dr try this:

1. get rid of the nondoms. This is easy, as it's already a weird legal status that shouldn't exist. End with stroke of pen, backbill them a decade or so, they can pay up or get out.
2. Let asylum seekers and other pending immigrants work. There wouldn't be a grey economy if everyone could choose to work legally (note that this applies to everywhere on planet earth, not just london). Wtf is the whole concept of illegal work anyway, how stupid do you have to be to think that one up.
3. Make legal employment easier at the employer's end. Do as they do in the US and give tax breaks to companies that hire people who are long-term unemployed. Deal with the revolving door of 'temporary' agency work; it is stupid that you have made it cheaper for both private and public-sector employers (even in nursing, fucking what is wrong with you) to keep their own workers at arms length rather than actually employing them.
4. End the housing trap. As is, people like my dear law-abiding aunt in West Kensington have to hide their jobs in order to keep a roof over their heads. Legal work is actively unprofitable for many people, especially if they happen to be women with children.
5. Kill Tesco. Or at least, get their filthy hands out of the supply chain and support inner-city businesses that actually create more jobs than they destroy. These people who are looting in the streets, do you think they work on these same streets?

Wow, suddenly you don't have a horrifically economically distorted city where most people have to do one out of two varieties of shit work with no future if they can get work at all.
